I find two monitors are a great help in sign design. I started out on Gerber Omega 5.0. After time we now use Flexi. Both are great, but for basic traffic signs I would try Omega 6.5
A plotter/cutter is the back bone of any sign shop. Even if your are doing digital printing a plotter/cutter is a great tool.
There are many prebuilt tables on the market. You can spend tens of thousands for a table. We made our own to fit our needs. They can take up a lot of real-estate in your shop.

Some of the tools I use to make my signs.
The height should be considered to eliminate to much bending over. One can spend many hours a day working over the table. Our application table stands about 43", and I'm 6' tall.
The 48" roller sits at the end of our table. I would suggest buying this size roller. For us the max size we do are 48" signs. We can produce signs about any length, 48" is the max height though. We have done signs 8' in length.
The overall size of our table top is 4' x 8'. If we had more room a longer table would have been an extra blessing. When more than one person is working on the table real-estate is at a premium.
A mat to stand on is a must. Standing on a concrete floor for hours can take a toll on the back, hips and legs. We have a rubber mat covered with carpet and a felt top. We change out the felt top when it gets worn.
Bottom view of the table. It is topped with 5/8" birch plywood. A strong table will last for many years.
We added brackets on the end to hold the sheeting and transfer tapes we use. They are 1" square steel we drilled holes in both ends to fit electrical conduit so we can replace the rolls when needed. We then drilled holes through the conduit to prevent the rolls from falling off.
Vinyl application on a budget. No need to spend thousands of dollars.
